Dr. Natalie Halloran is a distinguished educational leader with extensive experience in organizational leadership, human resources, grant management, and school improvement. With a passion for driving systemic change and fostering growth in education, she has excelled in diverse leadership roles at the state, division, and school levels. Particularly, Dr. Halloran brings over two decades of expertise in education, including roles such as Chief Human Resources Officer, Assistant Superintendent of Human Resources and Federal Programs, Senior Director of Compensatory Education Programs, and Project Director of School Improvement. At the Virginia Department of Education (VDOE), as an ESEA Lead Coordinator with the Office of School Quality, Dr. Halloran was a key contributor to the development and implementation of the Every Student Succeeds Act (ESSA).
With a focus on equity and innovation, Dr. Halloran remains dedicated to enhancing student outcomes, supporting educators, and advancing organizational excellence. She has contributed to numerous educational programs and conferences, served as a VDOE team leader for school-level and division-level academic reviews, and led various strategic presentations at school board meetings. Dr. Halloran is a committed advocate for professional growth and is an active member of several professional organizations. She holds an Ed.D. in Organizational Leadership from Nova Southeastern University, an Ed.S. in Administration and Supervision from the University of Virginia, a M.S. in Foundations of Education from Troy University, and a B.A. in Journalism from Norfolk State University.
