Assistant Director (AD) (retired) Larry Thomas currently operates Thomas Consulting Services LLC and provides training and presentations on topics related to criminal justice practices, counterterrorism, security measures and investigative practices. AD Thomas also serves as an expert witness and subject matter expert for assistance and review of investigative practices for legal proceedings. AD Thomas is a consultant for the National Center for Missing and Exploited Children deploying to assist law enforcement agencies when children are reported missing. He is a member of the National Speakers Association.
AD Thomas joined the Kansas Bureau of Investigation (KBI) in March 1984 and has been a criminal investigator since 1977. He was promoted to Special Agent in Charge (SAC) in December 1994 and attended the prestigious Royal Canadian Mounted Police College, at Ottawa, Canada in 1997. Following attendance in the FBI's Central States Executive Development School in 1998, he graduated from the Federal Bureau of Investigation National Academy, Quantico, VA, in 1999 and served as the president of the Kansas/Western Missouri Chapter of that organization in 2006. In 2005, Thomas was promoted to Assistant Director (AD) and commanded the KBI's Special Operations Division where he served until his retirement in December 2008. He holds a bachelor's degree in Sociology from the University of Central Missouri.
AD Thomas joined L-3 as a Law Enforcement Professional after his retirement from the KBI and served in Afghanistan as a Subject Matter Expert (SME) as a contractor for the Department of Defense to assist US Forces with applying advanced law enforcement investigative techniques to counterterrorism missions. AD Thomas was the original negotiator assigned to the rescue efforts to locate US Soldier Bergdhal. After his deployments AD Thomas was assigned to the National Training Center at Fort Irwin, CA where he assisted with training US Forces for deployment and the Mission Command Training Program at Fort Leavenworth, KS where he served as a SME for Rule of Law, Organized Crime, Civilian Police Methodology and Counterterrorism for the senior Army Command Staff of Divisions and Corps.
As the Special Agent in Charge of the Topeka Region Investigation Division AD Thomas formed and managed the KBI's Cold Case Squad and personally directed the KBI's involvement in the BTK Serial Killer Task Force at Wichita. Previously, he worked in Costa Rica on the murder of a KU student Shannon Martin, conducting an overseas criminal investigation, the first in KBI history, which led to the successful prosecution of two of Martin's killers in a Costa Rican court. AD Thomas was the lead investigator on the Carlson Federal Building bombing. AD Thomas has served as a member, team leader and commander of the KBI SWAT/High Risk Warrant Team.
AD Thomas received the Director's Commendation Award in 2003 for his work on the Shannon Martin homicide in Costa Rica and his assistance to her family. He also received the Director's Award for the BTK Serial Killer case and in March 2006, AD Thomas received a Kansas House of Representatives Commendation along with the BTK Task Force for the resolution of the BTK case. In May 2006, he received two KACP Bronze Awards at the Kansas Joint Law Enforcement Conference, one for the BTK case and one for the Shannon Martin case. In April 2007 AD Thomas was awarded the Bronze Wreath of Merit by the Wichita Police Department for his service related to the BTK Task Force. AD Thomas received several awards of excellence for his services and support to US Armed Forces during his deployments.
AD Thomas has taught throughout the United States regarding various aspects of law enforcement and criminal investigation. AD Thomas has been an adjunct professor at Washburn University since 1998 where he was selected as the Outstanding Adjunct Professor in the Criminal Justice Department in 2002. His investigations as a KBI Agent have been featured internationally on programs produced by American Justice and Discovery media channels.
AD Thomas is honored to have received the "Salute The Badge" honor from WIBW-13 TV station January 2019.
